A very unusual message from Governor Clayton beginning with his congratulating the members who “escaped the dangers and perils that threatened you…the fearful tragedies that have been enacted in many of your communities, the many cases of assassination that have occurred, the murder of one of your own number and attempts to kill others, together with the spirit of lawlessness and opposition to civil authorities that has been so generally manifested…” Clayton goes on to detail county by county the “atrocities and outrages perpetuated,” many attributed to the Ku Klux, causing him to declare martial law. The situation worsened, however, because the militia had no arms or equipment. The resourceful governor ordered 4,000 arms with his personal guarantee but reports here that the guns were hijacked en route. Governor Clayton himself survived an attempt on his life. Clayton was a Union general who settled in Arkansas. Following his term as Governor, he became a U.S. senator from Arkansas.
