This is one of the cornerstone documents on Oregon by Hall Jackson Kelley. In this brief appeal to Congress, he states that "the time has fully come when it is the wisdom and policy of Congress to open this western wilderness to the skilful and persevering industry of civilized man." According to Streeter this is the first Oregon publication by Kelley, who spent his life promoting settlement there. 4 pages, disbound.
