This detailed plan is a later edition of the important and very rare Mangin-Goerck plan of lower Manhattan. The Common Council of New York commissioned Mangin, a French architect, and Goerck, a well-established New York Surveyor, to prepare a new plan of the city for regulatory purposes. Goerck passed away before the project was completed, giving Mangin full reign to create the plan in his own vision. The resulting map that Mangin presented to the City Commissioners showed Manhattan with bizarre straight shorelines on the south and east, non-existent streets created out of thin air (such as Mangin and Goerck), and showed dry land and streets from areas well into the East River. The Mangin-Goerck plan was immediately rejected by the Common Council and is very rare today, as most copies were destroyed.

This later edition is a close copy of the original Mangin-Goerck plan, and shows lower Manhattan up to approximately 23rd Street, noting each of the wards. A numbered key identifies numerous buildings in the plan, including government buildings, churches, the state prison, a hospital, and various markets. The seal of New York City is at bottom right, featuring a Colonial sailor and a Native American.

George Hayward was a New York City lithographer best known for his views and maps of New York City, including those published in D.T. Valentine's annual manuals for the city between 1842 and 1866. Many of the maps in the manuals were copies of historical maps.

Issued folding, now flattened with light toning along several folds and minor soiling. There are archival repairs to a number of short separations in the image, a 5" tear at top left, and some small chips in the bottom blank margin.
